1The outlook of blockchain technology for construction engineering management显示文摘Current construction engineering management suffers numerous challenges in terms of the trust,information sharing, and process automation. Blockchain which is a decentralised transaction and data management technology, has attracted increasing interests from both academic and industrial aspects since 2008. However,most of the existing research and practices are focused on the blockchain itself(i.e. technical challenges and limitations) or its applications in the finance service sector(i.e.Bitcoin). This paper aims to investigate the potential of applying blockchain technology in the construction sector.Three types of blockchain-enabled applications are proposed to improve the current processes of contract management, supply chain management, and equipment leasing, respectively. 2Smart construction site in mega construction projects: A case study on island tunneling project of Hong Kong-Zhuhai-Macao Bridge显示文摘The construction sites of mega construction projects(MCP) often have numerous participants with interfacing work within a highly complex system. It is critical how to realize collaborative work and information sharing among such participants. The information and communication technologies(ICTs) provides a technical guarantee for solving this problem. Existing research has been achieved the partial processes digitization of construction site, but certain problems still exist: 1)information perception of the construction site is passive.2) common collaboration and coordination problems in the construction industry have not been addressed. The emerging trends of ICTs have resulted in the integration of various computer technologies such as CPS, BIM, big data, and cloud computing into construction process,which would changes behavioral and management mode of construction sites. These new ICTs have been applied successfully in MCP, in particular, Hong Kong-ZhuhaiMacao Bridge project. A new management mode of construction sites is inspired by these case. In this paper, a new management mode of construction site for MCP has been proposed, namely, smart construction site. The ultimate goal of smart construction site is to accomplish safe, efficient and high-quality construction. This study put forward the conceptual framework for smart construction site, and have identified three key elements of smart construction site, including information support platform,collaboration work, and intelligent construction management. A case study on Hong Kong-Zhuhai-Macao Bridge project work as an evidence to support the practicability of the proposed mode. 3Avoiding the innovation island in infrastructure mega-project显示文摘Infrastructure mega-project(IMP) innovation is a complex process characterized by highly diverse innovators, a dynamic life-cycle, and stickiness of innovation knowledge. The IMP's innovation network can be easily broken due to the fact that the network involves many different innovators across different industries and different projects. Further reasons for the fragility of the IMP's innovation network are the dynamics of the IMP life-cycle, the diversity of the IMP's innovative entities, the uniqueness of each IMP, and the temporary nature of each IMP's organizations. The innovation island formed by the breaking of an IMP's innovation network can stifle and harm innovation performance. Drawing from the knowledge-based view as well as innovation network theory, our research identifies the heterogeneous characteristics of IMP innovation. We propose a framework to analyze the formation mechanism of the IMP innovation island from three dimensions—the horizontal innovation island, the vertical innovation island, and the longitudinal innovation island. We look at the Hong Kong-ZhuhaiMacao Bridge project to elaborate the innovation island concept that negatively impacts IMP innovation. 5Grasping institutional complexity in infrastructure megaprojects through the multi-level governance system: A case study of the Hong Kong-Zhuhai-Macao Bridge construction显示文摘This study analyzes the design and operation of multi-level governance system for the smooth delivery of infrastructure mega-projects with high institutional complexity caused by market transition. From an institutional perspective, this study scrutinizes the structure,elements, and dynamics of the governance system of infrastructure mega-projects and then proposes an integrative framework based on the inductive case study of the Hong Kong-Zhuhai-Macao Bridge mega-project. Multiple evidences of archives, field studies, and interviews related to the case project are triangulated to further analyze the institutional effects, specifically those with government logics and market structures, on the design and operation of the three-level governance system. Results reveal that the co-evolution between governments and markets in China has shaped the vertical levels of the mega-project governance system and has further affected their evolution and operation across various stages of project development. 8Engineering management for high-end equipment intelligent manufacturing显示文摘The high-end equipment intelligent manufacturing(HEIM) industry is of strategic importance to national and economic security. Engineering management(EM) for HEIM is a complex, innovative process that integrates natural science, technology, management science, social science, and the human spirit. Newgeneration information technology(IT), including the internet, cloud computing, big data, and artificial intelligence, have made a remarkable influence on HEIM and its engineering management activities, such as product system construction, product life cycle management, manufacturing resources organization, manufacturing model innovation, and reconstruction of the enterprise ecosystem.Engineering management for HEIM is a key topic at the frontier of international academic research. This study systematically reviews the current research on issues pertaining to engineering management for HEIM under the new-generation IT environment. 10Sufficient or insufficient: Assessment of the intended nationally determined contributions (INDCs) of the world's major greenhouse gas emitters显示文摘The recent Conference of the Parties of the United Nations Framework Convention on Climate Change has resulted in the submission of the Intended Nationally Determined Contributions (INDCs) of 190 countries. This study aims to provide an analysis of the ambitiousness and fairness of the mitigation components of the INDCs submitted by various parties. We use a unified framework to assess 23 INDCs that cover 50 countries, including European Union (EU)-28 countries as parties to the Convention, which represent 87.45% of the global greenhouse gas emissions in 2012. First, we transform initial INDC files into reported reduction targets. Second, we create four schemes and six scenarios to determine the required reduction effort, which considers each nation's reduction responsibility, capacity, and potential, thereby reflecting their historical and current development status. Finally, we combine the reported reduction target and the required reduction effort to assess INDCs. Evaluation results of the 23 emitters indicate that 2 emitters (i.e., EU and Brazil) are rated as 'sufficient,' 7 emitters (e.g., China, the United States, and Canada) are rated as 'moderate,' and 14 emitters (e.g., India, Russia, and Japan) are rated as 'insufficient.' 11A fuzzy model for assessing the risk exposure of procuring infrastructure mega-projects through public-private partnership: The case of Hong Kong-Zhuhai-Macao Bridge显示文摘Considering the rapid urbanization growth rate particularly in developing countries, the number of infrastructure mega-projects over the past years has risen tremendously. Essentially, because infrastructure megaprojects require huge investment funds, better management skills, well qualified and experienced international expertise and technology innovation, they are mostly preferred to be procured using the PPP method compare to the use of the traditional bid-build system. In this regard, this paper aims to develop a fuzzy evaluation model for assessing the suitability of procuring infrastructure mega-projects through PPP by considering their risk exposure. The main body of Hong Kong-Zhuhai-Macao Bridge(HZMB)is used as a case project to demonstrate the practicality of the risk evaluation model. The risk evaluation model consists of four critical risk groupings, these include,construction and land risks, commercial risks, operational risks and political risks. Using the risk evaluation equation,a risk index of 4.53 out of 5.00 is computed for the selected project if it is procured through the PPP scheme. This outcome shows that the case project is not suitable for the PPP approach because its risk exposure is very high. 12Intelligent construction technology of railway engineering in China显示文摘Intelligent construction technology has been widely used in the field of railway engineering.This work first analyzes the connotation,function,and characteristics of intelligent construction of railway engineering(ICRE)and establishes its system structure from three dimensions,namely,life cycle,layers of management,and intelligent function,to deeply understand the development situation of intelligent railway construction in China.Second,seven key technical support systems of ICRE,which include building information modeling(BIM)standard system for China’s railway sector,technology management platform and life cycle management based on BIM-hGIS(geography information system),ubiquitous intelligent perception system,intelligent Intemet-of-Things(IoT)communication system based on mobile interconnection,construction management platform based on cloud computing and big data,unmanned operation system based on artificial intelligence,intelligent machinery and robot,and intelligent operation and maintenance system based on BIM and PHM(prediction and health management),are established.Third,ICRE is divided into three development stages:primary(perception),intermediate(substitution),and advanced(intelligence).The evaluation index system of each stage is provided from the aspects of technology and function.Finally,this work summarizes and analyzes the application situation of ICRE in the entire railway sector of China,represented by Beijing-Zhangjiakou and Beijing-Xiong’an high-speed railways.Result shows that the technical support systems of the ICRE have emerged in China and are still in the process of deepening basic technology research and preliminary application.In the future,the ICRE of China’s railway sector will develop toward a higher stage.Chunfang LU Junfei LIU Yanhong LIU Yuming LIU 2019Frontiers of Engineering Management2019,6,4:6

15From dBA to soundscape indices: Managing our sound environment显示文摘While in the EU alone 80 million citizens are suffering from excessive environmental noise, the conventional approach, i.e., reduction of ‘sound level', does not always deliver the required improvements in quality of life. The growing field of ‘soundscape studies' is addressing this gap by considering the sound environment as perceived, in context, with an interdisciplinary approach. However, soundscapes are hugely complex,and measuring them as a basis for environmental design requires a step change to the discipline. This paper explores the need for developing ‘soundscape indices', in the movement from noise control to soundscape creation,adequately reflecting levels of human comfort, the impact of which will be reminiscent of that of the Decibel scale created by Bell Systems a century ago. By analysing the soundscape design of urban open public spaces, the coherent steps for achieving this are also discussed,including characterising soundscapes by capturing soundscapes and establishing a comprehensive database; determining key factors and their influence on soundscape quality based on the database; developing, testing and validating soundscape indices; and demonstrating the applicability of the soundscape indices in the management of our sound environment.Jian KANG 2017Frontiers of Engineering Management2017,4,2:5

18Novel slack-based robust scheduling rule for a semiconductor manufacturing system with uncertain processing time显示文摘The NP-hard scheduling problems of semiconductor manufacturing systems(SMSs) are further complicated by stochastic uncertainties. Reactive scheduling is a common dynamic scheduling approach where the scheduling scheme is refreshed in response to real-time uncertainties. The scheduling scheme is overly sensitive to the emergence of uncertainties because the optimization of performance(such as minimum make-span) and the system robustness cannot be achieved simultaneously by conventional reactive scheduling methods. To improve the robustness of the scheduling scheme, we propose a novel slack-based robust scheduling rule(SR) based on the analysis of robustness measurement for SMS with uncertain processing time. The decision in the SR is made in real time given the robustness. The proposed SR is verified under different scenarios, and the results are compared with the existing heuristic rules. 20Metro train rescheduling by adding backup trains under disrupted scenarios显示文摘In large cities with heavily congested metro lines, unexpected disturbances often occur, which may cause severe delay of multiple trains, blockage of partial lines, and reduction of passenger service. Metro dispatchers have taken a practical strategy of rescheduling the timetable and adding several backup trains in storage tracks to alleviate waiting passengers from crowding the platforms and recover from such disruptions. In this study,we first develop a mixed integer programming model to determine the optimal train rescheduling plan with considerations of in-service and backup trains. The aim of train rescheduling is to frequently dispatch trains to evacuate delayed passengers after the disruption. Given the nonlinearity of the model, several linearization techniques are adapted to reformulate the model into an equivalent linear model that can be easily handled by the optimization software.
